FORM OF GOVERNMENT CHANGES
The Charter of the City of Eau Claire was approved on March 2, 1872. The first form of government consisted of a Mayor and two Alderman from each ward.
In 1910, the form of government was changed to the Commission Form, consisting of a Mayor and two Council Members, elected at large.
In 1949, the form of government changed to the Manager - Council Form consisting of seven Council Members elected at large. The Council President was selected by the Council.
In 1987, the form of the City Council changed to ten members elected by district. The Council President was still selected by the Council.
In 1993, the form of the Council changed to five Council Members elected at large, five Council Members elected by districts and a Council President also elected at large. Each member serves a two-year term. The Council Members elected at large are elected in even numbered years. The Council Members elected by district and the Council President are elected in odd numbered years.
In April 2008, voters approved a referendum increasing the length of the term of office for the Council President and City Council Members from two years to three years. The longer terms took effect with the April 2009 and 2010 elections.

Such Council shall receive a salary of $200.00 per annum.

The Association of Concerned Taxpayers (ACT) attempted to petition to change the form of government. There would be eleven members. The City would be divided into seven districts, with one alderman from each district. In addition, four aldermen would be elected at large.
Members of the organization failed to obtain the required number of signatures to meet the statutory provisions of Section 9.20 of the Wisconsin Statutes and no referenda was held.

QUESTION: To reorganize the Government, that the City Council shall consist of nine Councilmen for the purpose of election of the Councilmen, the City of Eau Claire be divided into nine Council districts apportioned according to Law. The electors of each district shall elect from candidates nominated from said district, one councilman.

It is hereby ordained that the portion of Chapter 2, Section 2.04.010 of the City of Eau Claire City Code adopting the City Manager Plan under Chapter 64 Wisconsin Statutes be repealed and recreated as follows:
Sec. I Charter Ordinance, A Charter Ordinance to reorganize the government of the City of Eau Claire under Chapter 62 of the Wis. Stats. providing for a Mayor and Common Council form of Government.
(1) Those provisions of Sections 64.01 to 64.15 of the Wis Stats. Dealing with City Manager and Common Council government for the City of Eau Claire shall no longer apply with in the City of Eau Claire.
(2) The government of the City of Eau Claire be and hereby is reorganized under Chapter 62 of the Wisconsin Statutes providing for a Mayor and Common Council form of Government

QUESTION: Shall the following charter ordinance be adopted?
It is hereby ordained that the portion of Chapter 2, Sec. 2.04.010 of the City of Eau Claire City Code adopting the City Manager Plan under Chapter 64 Wis. Stats. be repealed and recreated as follows: Section 1 Charter Ordinance, A Charter Ordinance to reorganize the government of the City of Eau Claire under Chapter 62 of the Wis. Stats. providing for a Mayor and Common Council form of Government.
(1) Those provisions of Sections 64.01 to 64.15 of the Wis. Stats. dealing with City Manager and Common Council government for the City of Eau Claire shall no longer apply within the City of Eau Claire.
(2) The full-time mayor shall be paid a salary and shall have line-item veto authority.
(3) If the voters of the City of Eau Claire approve this petition, a mayor shall be elected in April 1993, at which time the title of City Manager shall become City Administrator.

It is hereby ordained that Title 2, Chapter 2.04, Sec. 2.04.010 A. of the City of Eau Claire City Code be repealed and recreated as a Charter Ordinance as follows:
(A) The government of the City of Eau Claire is reorganized under Chapter 64 of the Wisconsin Statutes providing for a city manager plan, with a council composed of eleven members to be nominated and elected for two year terms. The Members of the City Council shall be comprised of the following:
a. One member elected at large in odd numbered years who shall be the Council President and shall preside at all meetings of the City Council.
b. Five members elected in odd numbered years from, and by the electors of districts apportioned according to law.
c. Five members elected at large in even numbered years.
d. This ordinance shall take effect with the first regular City Council election for which nomination petitions can be circulated after its passage. At that election, persons elected to positions scheduled for election the following year will serve terms of one year.
